Billington, U.S. Supreme Court Justice, Sonia Sotomayor, and leaders from the U.S. House of Representatives presented the nation's highest honor for popular song, the 2014 Library of Congress Gershwin Prize for Popular Song, to Billy Joel at DAR Constitution Hall, Washington, D.C.
